Since the last update on Treasury Board bargaining, several communications have been posted on the PSAC website. Below is important information on common issues to the SV, PA, TC and EB groups.
Common Issues
Negotiations on Common Issues took place between January 31 and February 3, 2022
The PSAC proposal would give its members the choice to telework or not, depending on what is most convenient for them. It also outlines procedures for telework arrangements and includes measures to ensure that staff have the necessary equipment and that requests are not unreasonably denied. Treasury Board rejected this proposal on the basis that, given its Telework Directive, it was not necessary.
The PSAC also made a proposal on the right to disconnect. The proposal states that our members should not be required to respond to calls or e-mails outside of their normal working hours (unless they are on standby), nor should they be disciplined for exercising their rights. The Employer also rejected this proposal.
On the subject of wages and new memoranda of understanding, Treasury Board would not even discuss our proposal for a general economic increase. At the next meeting in March, PSAC expects Treasury Board to provide a full response to our wage demands.
The next Common Issues bargaining session is scheduled for March 29-31, 2022.

SV Group
PSAC made fair and reasonable wage proposals at the January 18-20 session and expects to receive Treasury Board’s response in March. To find out what the bargaining team has proposed for the SV group:

PA Group
Treasury Board has gotten off on the wrong foot in this round of bargaining with Program and Administrative Services (PA) by proposing concessions that would penalize those who wish to work remotely.
PSAC’s demand on telework presented at the Common Issues table is to formalize the procedure outlined in the Treasury Board Telework Directive by adding a clause on equipment and supplies and another one to ensure that telework requests are not unreasonably denied.
The PA bargaining team returned to the table on January 11, 12 and 13. We are still waiting for updates on these negotiations.

TC Group
The PSAC is preparing to mobilize TC members to put pressure on Treasury Board, which refused to discuss wages during the January 24-27 negotiations. The bargaining team submitted the wage package to Treasury Board three months ago, in November, but Treasury Board continues to drag its feet and come to the table empty-handed.

The EB (Education and Library Science) bargaining team demanded wage increases during talks with Treasury Board from January 11 to 13 to eliminate disparities and to catch up with members.
