The Union Leadership Development Program is an education course whose purpose is to develop and empower future leaders. The PSAC holds it once per three-year cycle, combining in-person and remote learning sessions over the course of roughly a year.
The six UCTE members who graduated from the ULDP in December of 2024 are Kevin Alldread, Mathieu Chapdelaine, Rachelle Clayton, Nicolas Maltais, Scott Mathieson, and Martin Trudel Racine.

Mathieu Chapdelaine, President of local 10117, recalls, “This experience has enabled me to reach a potential I never imagined. I met some wonderful people and forged enduring bonds, and I have a better understanding of our union’s power and influence, as well as the role I can play in it as a leader!”
Rachelle Clayton, Local 30313 President, calls it “an unforgettable experience. It wasn’t just about gaining knowledge; it was about growing together, strengthening our collective power, and emerging as more effective and impactful union activists.”
