This week, the unit strongly approved a strike mandate to support their bargaining team.

PSAC-UCTE members voted 95% in favour of taking job action in strike votes held on February 2 and 3, 2026.
PSAC-UCTE members at NAV CANADA held a strike vote following an impasse in bargaining, resulting in an overwhelmingly strong show of unity and willingness to take action for a fair agreement.
“Our members participated in this vote to make their voices heard, and their voices were heard loud, clear, and united,” said Sharon DeSousa, PSAC National President “A 95% strike mandate shows that workers are fed up and ready to fight for the contract they deserve.”
Members have been without a collective agreement since December 2023. Throughout negotiations, key issues remain unresolved at the bargaining table, which is why our PSAC-UCTE bargaining team asked members to weigh in through a strike vote.
This strong strike mandate comes after the employer refused to move on their low wage offer, below what other unionized workers at NAV CANADA already have. The employer refused to truly negotiate with the bargaining team and demanded massive concessions that would threaten workers’ job security and force higher pension costs onto members.
“The result of this vote reflects the seriousness of the issues our members at NAV CANADA are facing and the importance of reaching a fair agreement,” said Teresa Eschuk, UCTE National President. “This vote sends a clear message to the employer that members expect a fair agreement that respects their work, wages and retirement security.”
Our bargaining team put forward strong and achievable proposals to break the deadlock. NAV CANADA chose not to move, which has resulted in the strong strike mandate members have taken.
PSAC-UCTE members at NAV CANADA include administrative, clerical, regulatory, and program support staff working at headquarters, regional offices, area control centres (ACCs), and logistics and technical centres across the country.
This vote sends a clear message to the employer that members expect a fair agreement that respects their work, wages and retirement security – and they are willing to take job action for it.
